Oregon is home to nine family medicine residencies that offer exceptional opportunities for medical students to be trained in full-spectrum family medicine.
Efforts to form the Oregon Residency Collaborative Alliance for Family Medicine (ORCA-FM) began in 2017, when the Oregon Academy of Family Physicians received a planning grant from the Oregon Graduate Medical Education Consortium to convene program directors and family medicine leaders to determine how to support Oregon’s efforts to reinforce and expand training opportunities for family physicians. ORCA-FM was fully funded by the State of Oregon with the passing of SB490 in 2024.
ORCA-FM is a program of the Oregon Academy of Family Physicians. The Alliance supports the continued excellence and development of family medicine residencies across the state by providing resources and connection for residency directors, faculty, and residents.
ORCA-FM will enhance the ability of Family Medicine residencies in Oregon to improve the health of our communities through training comprehensive high-quality family physicians and fostering leadership and innovation in primary care.

Dr. Justin Osborn’s passions include patient care and training the next generation of primary care physicians. “Being a physician is more than diagnosing and treating,” he says. “It requires listening, interpreting and coaching patients to make healthier choices, and to be willing to be supportive even when there is an unclear diagnosis or uncertainty.”
By applying his medical knowledge and considering specific social determinants of health, Dr. Osborn can help his patients at every level. He believes that being empathetic and sharing medical knowledge in an understandable way leads to better care.
Dr. Osborn earned his medical degree from the University of Virginia and completed his internship and residency with the University of Washington. After his residency he worked as an associate professor and associate program director at the University of Washington.
When he is not practicing medicine, Dr. Osborn enjoys various activities such as painting, biking, hiking and supporting local farmers markets.

Upon completing an family practice/obstetrics fellowship in 1988 in Santa Monica, he began his practice in rural Oregon, where for five years he served as the medical director for a community and migrant health center.
Previously, he was the associate director and faculty for the Merced Family Practice Residency, University of California, Davis Family Practice Network from 1993 to 2004. Dr. Gobbo has a passionate interest in maternity care and has delivered more than 3,000 babies and performed more than 700 cesarean sections.
He has authored chapters in obstetrical textbooks, the Advanced Life Support in Obstetrics syllabus and the American Family Physician. He is a popular speaker, has been a key member of the core faculty for the AAFP’s Family Centered Maternity Care Conferences since 1995. He has given numerous lectures around the United States and Canada to both medical and community groups. His other professional interests include colposcopy, office ultrasound critical care and cross-cultural medicine.
There is nothing more rewarding in the calling of medicine than helping families through difficult transitions in their lives. Whether that is the birth of a child, the return to a state of wellness from illness or injury or the loss of loved one. I am truly privileged to be included in the sanctity of people’s lives.

In addition to providing primary care to patients of all ages, Dr. Gopal also performs simple outpatient dermatology treatments, joint injections and trigger point injections for muscle pain.
In his free time, he enjoys reading and spending time with his family.

Dr. Jinnell Lewis received her bachelor’s degree in biology from Linfield College before working in uveitis research at the Casey Eye Institute for two years. She completed medical school at Oregon Health & Science University and her residency at OHSU’s Cascades East Family Medicine in Klamath Falls, where she trained in obstetrics and rural medicine.
Dr. Lewis has studied abroad in Spain and Costa Rica, completed two medical mission trips to Guatemala and enjoys working with Spanish-speaking patients. She chose to practice in Madras because she wants to live in a small town and provide full-spectrum family care – particularly obstetrics and pediatric care – to a diverse patient population. Away from work, Dr. Lewis spends time with her husband and four children. They enjoy camping, hiking, skiing, hunting, traveling, riding horses and cooking together.

Dr. Moisa is active in the medical staff leadership of Sky Lakes Medical Center. He has great teaching skills in addiction medicine and implementing chronic pain guidelines. He enjoys time with his spouse and son – skiing, snowboarding, welding, grilling meat and starting new projects of all kinds.

Dr. Mary Nordling is a family physician who takes care of patients of all ages. She enjoys getting to know her patients, hearing their stories and working together to help them achieve their optimal health.
As the OHSU-Tuality Family Medicine Residency Program director, Dr. Nordling helps recruit and train future family physicians to provide compassionate, evidence-based, quality care. She has been involved in residency education her entire career. She worked at the Lawrence Family Medicine Residency program in Lawrence, Mass., for almost 12 years, including six years as associate program director. Dr. Nordling cared for patients at a Federally Qualified Health Center affiliated with the residency. She fulfilled her National Health Service Corps scholarship obligation there. She then helped start the first residency program on the island of Hawaii. As program director, she helped the program graduate the first two classes and achieve full Accreditation Council for Graduate Medical Education certification.
In her spare time, Dr. Nordling enjoys biking, hiking and camping. She is an avid reader, enjoys adventurous eating and loves to travel. She hopes to learn the art of gardening and is excited about exploring Oregon with her family and their dog, Blue.

Dr. Joe M. Skariah is a family medicine doctor. He provides comprehensive primary care, including obstetric and pediatric care. He also provides manual medicine as a treatment and believes in holistic care.
In search of a clinic that would allow him to pursue his interests in rural medicine and academics, he joined OHSU Family Medicine at Scappoose in 2012. His patients and the staff make it a joy for him to come to work. Dr. Skariah is also director of the Portland Family Medicine residency program at OHSU.
Dr. Skariah is originally from Garland, Texas. He is married with two children and a canine companion, Maggie. He can sing all the songs from Disney’s “Frozen” in Spanish.

Dr. Heather Stearman was awarded her medical degree from Loma Linda University School of Medicine, Loma Linda, CA, in 2008. She completed her family medicine residency and a rural family medicine fellowship with an emphasis in surgical obstetrics at Tacoma Family Medicine, Tacoma, WA.
She joins the Roseburg Family Medicine Residency (RFMR) Program interim program director and head of maternity care. Before joining RFMR, Dr. Stearman supervised students, residents and fellows at James Center Primary Care, Tacoma, WA.
In 2013, she became a certified instructor for Advanced Life Support for Obstetrics. With her abundance of knowledge and past faculty experiences, she is an incredible asset to RFMR.
Dr. Stearman, her husband of 17 years and their four children moved to Roseburg to be closer to family. Outside of clinic, Dr. Stearman’s hobbies include home remodeling, outdoor activities, camping, photography, cooking, gardening, and fine art.

Dr. Jackie Wirz is a biochemist turned nonprofit executive. She leverages her 15 years in academic medicine – first as a student, then as a faculty member, director, and dean – to develop and assess programs that advance healthcare. Prior to working at ORCA-FM, she was Executive Director of Donate Life Northwest, where she led initiatives to improve organ, eye, and tissue donation rates throughout the region.
